The regulatory regime a permit reference is issued under — a governed token riding one regulatory-permit statement as its qualifier, card one, naming the law/authority that granted the reference (an FDA registration, a cosmetic notification, a biocidal-product authorization). It classifies the otherwise opaque reference so the store can filter every product holding a given regime's registration — the missing classification a bare code cannot supply, exactly as an identifier scheme classifies a trade identifier. Names the permit-issuing regime only; the borne conformity marks a product carries (CE, UL, RoHS) are the separate certification token.
