shipping region

A destination region a shipping rate applies to — a country or a bloc (US, GB, Germany, the EU, Tanzania). A qualifier of `shipping_rate` (cardinality many: one rate can cover several destinations): shipping cost varies by destination, so the region the rate covers is part of the rate's correlated bundle. Reuses the Regions vocabulary, which MUST stay open/growing (L13) to admit sub-national rate zones (US-mainland vs Alaska, mainland-UK vs Highlands) that real rates discriminate on. Distinct from the availability `eligible_region` (whether a product may be SOLD to a region at all); this answers which destinations a given COST covers.

Shipping region is answered with one word chosen from the regions list — the same word shared across every product that uses it.

It is a qualifier of shipping rate — it has meaning only inside a shipping rate statement, never on its own. It belongs with shipping rate to fulfilment — one facet of a product.
