Price Eligibility Segments

The governed buyer-SEGMENT taxonomy — the persistent classes of buyer a storefront distinguishes (a member, a business buyer, an end user / the general public, a wholesale buyer, a trade buyer, a reseller, a public institution) plus the promo-trigger states used only for price-gating (a loyalty tier, a first-order buyer, an education buyer). ONE taxonomy shared by two consumers: `price_eligibility` (b56/b58) draws on it to say which segment a conditional PRICE is gated to, and `customer_type_eligibility` (b140) draws on it to say which segment an OFFER's ACCESS is restricted to — a 'member' who gets a member price and a 'member' of a members-only store are the same segment of persons, differing only in what the segment gates (a price vs access), never in the taxonomy, so no parallel buyer-segment vocab is minted (A2/A11 anti-redundancy). A growing set (L13): a segment not yet listed is deferred pending its first real instance, never a claim it is invalid. The specific programme a segment names (a named loyalty club, a particular trade scheme) is a per-instance value the seller states, never a member here. (Legacy note: the code carries 'Price' from its b56 origin when it served only price-gating; the taxonomy is buyer-segment-general — the code is kept because renaming a term's code is disruptive, the meaning is carried by this definition.)
